HQL and CCW: What's the difference?

The Handgun Qualification License (HQL) allows Maryland residents to purchase handguns in the state. The Maryland Handgun Permit (HGP or the more common “CCW”) allows Maryland residents to legally carry a concealed firearm in public.


It is important to note that the course for the CCW fulfills the HQL training requirement, but the HQL course does not fulfill the CCW training requirement.

How long does the training certification last?

Training certification lasts for two years after the completion of the course. If you do not apply for a permit during that time, and the two years expires, you must re-take the course in full in order to apply.

What do I need to bring for my class?

A state-issued ID, hearing and eye protection, and if you have your own firearm, you will need to bring at least two magazines for a semi-auto firearm or one speed loader for a revolver. If you do not have hearing protection or eye protection, they can be purchased on site.

How soon before I have to renew my CCW?

After initially receiving your Carry Permit, it will expire in two years. Once renewed, that is extended to three-year periods between renewals.

What if I'm former military or law enforcement?

Former military and law enforcement are exempt from the training portion of the HQL and CCW requirements. Refer to the MD State Police website for details on how to proceed with your documentation.

Why would I want or need a Utah permit?

The Utah carry permit allows holders to carry legally in an additional 38 states.

What are the test requirements for the Carry Permit?

You will shoot from four distances: three, five, seven and 15 yards. From three, seven and 15 yards, you will shoot five rounds each. At the five-yard mark, you will shoot 10 rounds—five rounds, reload and then five more rounds. This is a total of 25 rounds for test completion. The minimum standard is 18 out of 25 (greater than 70 percent) within the 7-ring on a B27 target. 

Can I take a class if I have a medical marijuana or cannabis card or are a user of marijuana?

No. Despite Maryland state laws regarding recreational marijuana use, it is still currently classified as a Schedule I drug at the federal level. Even the suspicion of use (the smell on clothes, for example) will immediately prohibit any instructor or range from proceeding with training or shooting since the consequence could be the revocation of training certification or federal licenses.
